What’s the best way to keep a Cape Cod style house cool during the summer months?

My fiance and I have a Cape Cod style home and the upstairs is unbearable during the summer heat. The lower portion of the house stays pretty regulated with the central air but the upstairs doesn’t seem to change. Anyone know of a way to cool the upper half??
